Some even accepted digital payments despite covering their QR codes and sound boxes with black cloth and displaying notices saying that UPI payments would not be accepted. Why should we incur losses? We will see what has to be done after October 15, he said, adding that in any case, most of our spectacles are priced lower than Rs 2,000. Dinesh Agrawal, who runs a jewellery shop in Chowk Bazar, told Free Press that these days people don't come to markets carrying cash. So, refusing UPI payments would mean turning the customer back. We can't afford to do it, he said, adding that they were not only accepting UPI payments but would continue to do so after October 15 also. Jay Agarwal, owner of Agrawal jewellery shop in Chowk, said that they won't insist on cash payments until October 14. Maybe, the government would roll back its decision, he said. Robinhood Routes Football Contracts to Crypto.com’s OG.com

Robinhood is expanding its prediction-markets business through a multiyear partnership with Crypto.com and its OG.com platform, and began routing selected football event contracts to OG.com on Sept. 8, according to Reuters and Axios. The move gives Robinhood customers another regulated venue for trading event contracts as the company’s volumes keep climbing – customers traded 13.6 billion contracts in the second quarter alone, and more than 30 billion in the first eight months of 2026. OG.com operates a Commodity Futures Trading Commission-regulated exchange and clearinghouse, and Robinhood is taking equity stakes in both OG.com and its parent, Crypto.com. Financial terms of the deal were not disclosed, though Robinhood said its Crypto.com equity will be priced in line with a recent Citadel Securities investment that valued Crypto.com Group at $20 billion. Tribes Win Appeal, Sending Kalshi Case Back to Lower Court

The Ninth Circuit ruled 3-0 in favor of the Blue Lake Rancheria and Chicken Ranch Rancheria of Me-Wuk Indians on Wednesday, reversing a lower court’s denial of a preliminary injunction concerning Kalshi’s sports-event contracts on the tribes’ California lands. The case returns to the district court for further proceedings rather than ending in a final judgment, according to CDC Gaming. The tribes sued Kalshi and Robinhood in 2025, arguing that sports prediction markets infringed their exclusive sovereign right to regulate gaming on their reservations. The Ninth Circuit panel found that Kalshi’s sports-event contracts constitute gaming under the Indian Gaming Regulatory Act and concluded that the tribes were likely to succeed on claims that Kalshi’s products on tribal lands violated IGRA and the tribes’ gaming ordinances. Both tribes operate casinos under tribal-state gaming compacts with California, agreements that grant them exclusive rights to offer gaming within their territory. The appellate panel sent the case back to the district court, which must now weigh the remaining factors required to grant a preliminary injunction. How the Lower Court Got Here The district court had previously denied the tribes’ injunction request, accepting Kalshi’s position that its sports-event contracts function as federally regulated derivatives under the Commodity Exchange Act rather than as gambling products. That court also rejected the tribes’ Lanham Act claim, treating Kalshi’s advertising as a nonactionable opinion about the legality of its own products rather than a false or misleading statement. Mumbai: The BMC is set to process transfers, promotions and postings of 1,695 engineers through an online system from October 1 to 15, with 836 engineers submitting their transfer preferences by the September 20 deadline. The exercise covers junior, sub- and assistant engineers who have completed more than three years in the same civic department. The move comes against the backdrop of the cash-for-transfer controversy involving 163 engineers, whose transfers were later stayed and cancelled.In a bid to bring transparency and curb discretion in transfers, the BMC has introduced a computerised, randomised online system for its engineering cadre. The civic body has listed 1,695 engineers — 485 junior engineers, 1,070 sub-engineers and 140 assistant engineers — who have completed three or more years in the same department. INFORMATION technology-business process management (IT-BPM) companies continue to account for most office requirements in the Philippines, while some non-BPO occupiers have also relocated to newer buildings, according to Jones Lang LaSalle (JLL). “Most of the office requirements annually are really driven by IT-BPO firms. In the Philippines, over the last couple of years, there are also some clients that are not IT-BPO firms [like] government offices, front offices, or local banks, that have made the move to try and relocate to new offices,” JLL Philippines Country Head Joey Radovan said in an interview with BusinessWorld on Sept. 18. Mr. Radovan said lower rents could make relocations more attractive for companies with the capital to undertake large leasing transactions. “If the market is down, and then you have capital to actually do a leasing deal, a huge leasing deal, this is the time to actually make that move because you’ll get lower rents,” he said. He said occupiers have historically gravitated toward newer premium buildings when such spaces are available, particularly when rents are lower. “Over the last 30 years that I’ve worked in this market, clients normally gravitate towards newer premium buildings when it’s available. In a down market like this, if there’s premium office space, the more tenants will gravitate towards relocating because it’s the best time to relocate when the rents are down,” he said. NSCR full operations pushed back to 2033

THE North-South Commuter Railway (NSCR) is now targeted to be fully operational by 2033 after the Economy and Development (ED) Council approved amendments to the project, with partial operations expected to start in December 2027. The full operations of the NSCR are now targeted to start by the third quarter of 2033, later than the previous January 2032 target, after procurement challenges, tighter government spending and right-of-way issues delayed the flagship railway project. “Regarding the North-South Commuter Railway Operations and Maintenance PPP (public-private partnership) project, there were some changes to the timeline. This was due to the need for fiscal prudence and careful management of public funds, challenges in the procurement process, and right-of-way issues,” Palace Press Officer Clarissa A. Castro told a news briefing in Filipino. Under the revised schedule, the railway’s full commercial operations from Clark to Calamba are now expected by the third quarter of 2033. “The expected timeline for the first partial operation (Valenzuela to Malolos) is December 2027; the second partial operation (Malolos to Clark) is set for the fourth quarter of 2028; and the third partial operation (Clark-Solis-Alabang to Calamba) is scheduled for the fourth quarter of 2031,” Ms. Castro said. The ED Council, chaired by President Ferdinand R. Philippines not ready for AI use in capital markets

PHILIPPINE CAPITAL markets are not ready for the use of artificial intelligence (AI) for trading, advising, or prediction as the country’s investor base remains hesitant about new technologies, the Bangko Sentral ng Pilipinas (BSP) said. “Customers are resistant to the use [of AI in capital markets]. They’re hesitant, I think. They’re hesitant to use it because if it’s not familiar. At the end of the day, it goes back to what’s appropriate in the market. What are our products? How are we going to take it? So, it goes back to that because it should fit the client and the market,” BSP Technology & Digital Innovation Office Technical Advisor/Director, Artificial Intelligence and Data Analytics Hub Mark Anthony B. Perez told reporters on the sidelines of an event on Friday last week. He said the Philippines is not an outlier as the use of AI in capital markets is “not that extensive” even worldwide, with adoption largely dependent on market maturity. “Roboadvisors became popular four or five years ago, but it didn’t fly. And I think it’s because maybe the technology was too early, or maybe people are not comfortable with it. So, maybe, I think it’s also the ability of people to adapt to this… People need to be ready to adapt to a new technology, and maybe it’s too soon,” Mr. Perez said. Malaysia remains optimistic about the Philippines as a key tourism source market despite higher fuel surcharges that could raise travel costs for Filipino visitors, according to a Malaysian diplomat. “For the Philippines, I think last year we touched almost 500,000. The Civil Aeronautics Board (CAB) recently bumped the airline fuel surcharge to Level 14 from Level 13 for the second half of September 2026 as renewed volatility in the Middle East keeps pressure on global oil markets. Under Level 14, airlines may collect an additional P457 to P1,336 per passenger for domestic flights, while the international flight surcharge ranges from P1,509.08 to P11,220.71. “We have no choice because this is something that is beyond our control,” Mr. Anthony said. “It is basically, you know, on market forces. BMLL describes itself as an independent provider of harmonized, continually engineered historical Level 3, Level 2, and Level 1 data and analytics for capital markets. Under the deal, BMLL will normalize Kalshi’s historical order book into the same unified schema it already uses for CME Event Contracts, according to the announcement on Markets Media. That standardization is meant to eliminate the manual work of pulling piecemeal data from disparate APIs, a process the companies say has consumed years of engineering time that could otherwise go toward strategy modeling. A Professor of Marine Biology who was not particularly academic at school, Richard Thompson went to university after running his own business selling greetings cards for seven years. When the rest of the world was waking up to the harm caused to marine life by larger plastic items, such as plastic bags, he searched for tiny fragments of plastic, some no bigger than a human hair; and found them in oceans and on beaches all over the world. He has spent decades studying the harm these micro-plastics might cause to marine life and is concerned. His work on plastics in cosmetics led to a UK ban on micro-beads in shower gels and exfoliating scrubs. And he advised government to ban single use plastic bags from supermarkets. Rather than demonize plastic, however, he believes we need to learn to love it more. Often plastic it is the best material for the job. Weaver Targets Illinois Levy on Sports Wagering, Fantasy Contests

State Rep. Travis Weaver, R-Peoria, filed House Bill 5814 on Monday to repeal an Illinois tax on sports wagering and fantasy contests. The measure targets a levy Gov. J.B. Pritzker signed into law in June as part of a broader state revenue package. What HB 5814 Would Do The bill, filed as House Bill 5814, seeks to repeal the tax on sports wagering and fantasy contests. Weaver told The Center Square that he believes the tax could face a court challenge, citing his view that no other state has adopted a similar levy and questioning its legal basis. Part of a Wider Repeal Push The sports-wagering and fantasy-contest tax was included in a revenue package passed by the General Assembly last spring and signed by Pritzker in June. The package also included taxes on digital assets, prediction markets and digital advertising, along with a social media platform fee. Weaver said the package created five new taxes that had not been tried in other states. He has separately filed House Bill 5806 to repeal the social media platform fee and House Bill 5807 to repeal the digital advertising tax. Rep. John Cabello, R-Machesney Park, also filed House Bill 5798 to repeal the digital assets tax. The Center Square reported that Cabello filed that measure less than a week after Pritzker signed the revenue package into law in June. According to BMC records, around 62,000 commercial establishments have been identified for scrutiny, but notices were issued to only 8,084 establishments.The BMC carried out sealing action for three days before suspending the drive following protests by traders. Residents have alleged that several establishments sealed during the campaign have since reopened.The BMC has submitted its action-taken report to the Supreme Court. Meanwhile, residents have submitted documents questioning the manner and extent of the municipal action.Of the approximately 62,000 establishments identified, notices were issued to only about 13%. Action was subsequently taken against around 190 establishments. The incident occurred at a primary health centre along New Moniya Road in Ibadan. DIGIPLUS INTERACTIVE Corp. has room to take on additional debt to fund its expansion while maintaining relatively low leverage, Moody’s Ratings said as it assigned the gaming company a first-time B1 corporate family rating with a stable outlook. Moody’s said DigiPlus’ target of keeping net debt to earnings before interest, taxes, depreciation, and amortization (EBITDA) below three times indicates the company has the capacity and willingness to take on additional debt for growth. The rating agency expects DigiPlus’ leverage to remain below 0.5 times over the next 12 to 18 months, provided the company does not undertake significant acquisitions or investments. “DigiPlus’ B1 rating reflects its leadership in the Philippines’ online gaming market and strong financial profile, underpinned by low leverage, robust cash generation and a net cash position,” Moody’s Ratings Assistant Vice-President Yu Sheng Tay said in a statement e-mailed to journalists on Thursday. Moody’s said DigiPlus had P10.5 billion in cash and cash equivalents as of June 30 and was in a net cash position. The company’s cash balance, together with projected operating cash flow of P19.5 billion, should be sufficient to cover P7.6 billion in capital spending, P1.3 billion in scheduled debt maturities, and P4.2 billion in shareholder returns through December 2027, according to the rating agency. DigiPlus is expanding into land-based casinos and overseas gaming markets, including Brazil and South Africa, while also planning to apply for an online gaming license in New Zealand. Kalshi reverses Michigan market payout after stunning last-second touchdown chaos erupts

Kalshi had to undo payouts on a college football prediction market after declaring Western Michigan the winner against Michigan before officials had actually finished deciding the game. The heavily traded “Western Michigan vs. Michigan” market drew about $18.6 million in trading volume, according to reports from CNN correspondent Marshall Cohen and NBC Sports. Kalshi first paid contracts based on a Western Michigan victory, then reversed those transactions and ultimately paid traders holding the winning Michigan contracts. The International Financial Services Centres Authority (IFSCA) is testing Aadhaar-based unassisted face authentication with four overseas jurisdictions to make cross-border KYC procedures easier for non-resident Indians (NRIs).The initiative is part of IFSCA’s efforts to position Gujarat International Finance Tec-City (GIFT City) as a global wealth management hub, allowing overseas Indians to digitally open accounts and invest without physical documentation.IFSCA Chairman K Rajaraman said NRIs with an Aadhaar footprint would be able to complete onboarding digitally without external assistance.SEBI Allows IFSCA-Regulated Entities To Access KYC Records Through Registered KRAs “If the NRI has an Aadhaar footprint, he will be able to effortlessly get onboarded. Underdog sues Ohio, Massachusetts, and Wisconsin as prediction market fight deepens

Underdog Exchange DCM, Inc. and UDM, LLC, which does business as Underdog Predict, have taken regulators in Ohio, Massachusetts, and Wisconsin to federal court, after dropping Drafts in seven states this week. The company wants judges to stop both states from applying their gambling and sports betting laws to event contracts offered through its federally regulated market. Platforms argue these products fall under federal commodities law, while states increasingly view sports contracts as ordinary wagers that require local gambling licenses. In Ohio, Underdog sued officials including Attorney General Andy Wilson and Ohio Casino Control Commission Interim Executive Director Andromeda Morrison. It says its status as a designated contract market and futures commission merchant places the contracts within the Commodity Futures Trading Commission’s authority under the Commodity Exchange Act. Ohio has already taken an aggressive approach toward rival Kalshi. In April, the Casino Control Commission proposed a $5 million penalty for allegedly conducting unlicensed sports gaming. Kalshi has fought the state in federal court, although an Ohio judge previously declined to block enforcement while that litigation continued. Customs seizes tramadol, rice, fuel, vehicles worth N604.3m in Kwara

The Kwara Area Command of the Nigeria Customs Service has seized smuggled goods worth N604.3 million, including Tramadol, foreign rice, Premium Motor Spirit, foreign spaghetti, used clothing and two luxury vehicles. The acting Area Controller of the Command, Deputy Comptroller Najeem Akanmu Ogundeyi, announced the seizures during a press briefing in Ilorin on Thursday. Ogundeyi said the items were intercepted along different operational routes in Kwara State through intelligence-led operations, regular patrols and collaboration with other security agencies. “Among the seized items were 3,396 packets of 100mg Tramadol valued at N50.95 million, 270 bags of foreign parboiled rice worth N25.25 million, 6,875 litres of PMS valued at N2.75 million, and 6,705 cartons of foreign spaghetti worth N201.15 million,” he said. “The command also intercepted 80 bales and six sacks of used clothing valued at N32.3 million, 14 bags of Basmati rice worth N350,000, a 2025 Toyota Highlander valued at N214 million, and a 2018 Dodge Charger SXT worth N77.59 million,” he added. Ogundeyi explained that the seizure of foreign food items should not be seen as an attempt to stop food supplies but as part of Customs’ duty to enforce laws governing cross-border trade. “Illegal influx of foreign food products through porous borders undermines Federal Government policies aimed at boosting local agricultural production, protecting domestic investments and safeguarding our local value chain,” he said.
