At present, BEST can impose a maximum penalty of ₹3,000 per bus for certain faults.Operators Paid For Daily Kilometre TargetsUnder the existing arrangement, wet-lease operators are paid for operating buses for around 180 km a day, with the payment ranging between ₹57 and ₹65 per kilometre. BEST officials and committee members have raised concerns that this system may encourage operators to keep buses running even when minor defects have been detected.At present, BEST staff can impose a fine of ₹500 per day when a technical fault, major or minor, is detected. “If it’s a minor fault, it is rectified in a couple of hours. However, if the issue is major, something to do with brakes or steering, then it undergoes thorough inspection and attention. We also send an email to the wet-lease operator notifying about the same,” a BEST official said.Sources said some operators allegedly resort to temporary repairs when a defect does not immediately affect the movement of the bus. Instead of taking the vehicle off the road, the fault is temporarily fixed and the bus is operated to meet the daily kilometre requirement.Around 4-6% of BEST’s total fleet is under maintenance on an average day. Officials said every bus undergoes a detailed inspection once every 15 days.“There is a need to increase the penalties on the wet-lease bus operators who end up running buses even if they have faults. The court, however, clarified that the claimant could seek a fresh DNA test after completion of evidence if it becomes impossible to decide the dispute without scientific evidence.Paternity Claim Before CourtThe case arose from a suit filed by A, who claimed that he was the biological son of late B and sought a one-fifth share in B’s properties. B’s wife and three children disputed the claim. A had sought a DNA test in 2018 without first leading evidence in support of his allegations.The High Court noted that A would first have to establish several facts pleaded by him, including his mother’s business dealings with B and the alleged relationship between them. It said that “mere assertion of the Plaintiff and denial thereof by Defendants cannot be a reason for the Court to undertake the exercise of collection of evidence by directing parties to DNA test.”DNA Testing Not RoutineReferring to Supreme Court judgments, Justice Marne said DNA testing was not to be directed “as a matter of routine”. Courts must first consider the existing evidence and determine whether it is insufficient to resolve the dispute. The deceased, Meghna Madhukar Fiske, a resident of Sector 7, was walking towards Sagar Vihar with her sister-in-law, Pritisnehal Fiske, when the motorcycle allegedly hit her from behind.Fiske sustained serious injuries and was rushed to MGM Hospital, Vashi. The Customs had registered over 130 cases and had arrested 55 persons allegedly involved in these cases, agency sources said.Gold Smuggling CasesAccording to the Customs sources, the Air Intelligence Unit officers registered 77 cases related to gold smuggling and seized 19.65 kg of gold, totally valued at Rs 26 crore. Thirteen persons were arrested by the Customs in gold smuggling-related cases. The officers claimed that gold is smuggled into India through two primary methods, such as commercial smuggling, where export and import schemes are exploited to evade duties, and outright smuggling, where gold is transported into the country by concealing it to avoid detection.“For instance, if the price of 24 KT gold in Dubai is around Rs 96,000 for 10 grams, in India the price would be around Rs 1.01 lakh. The smugglers would buy gold in bulk in Dubai when the price is lower and would then traffic it to India through smaller consignments. This gold would be peddled in the local market and they earn a decent profit,” said an officer.Hydroponic Weed SeizedThe statistics also revealed that hydroponic weed is being smuggled into India in large quantities. In the past one month, the Customs officers have seized a whopping 149 kg of weed valued at Rs 52 crore. Thirty-seven persons were arrested in weed smuggling cases, officials said.As far as foreign currency smuggling is concerned, the Customs officers in nine cases had seized currencies including US dollars, euros, UAE dirham, Kuwait dinar and Oman riyal, collectively valued at Rs 3.37 crore. The initiative sought to generate wider public participation and create awareness about thalassemia prevention. Sakore-Bordikar directed officials to continue the campaign more effectively and accelerate preventive measures.Awareness And Counselling Key To PreventionShe said thalassemia is a hereditary blood disorder and that awareness, timely screening and proper counselling are crucial for its prevention. The Public Health Department should make sustained efforts to provide information about the disorder to citizens, students, pregnant women and healthcare workers, she said.Sakore-Bordikar pointed out that people with thalassemia minor may not necessarily show severe symptoms. However, when two people with thalassemia minor marry, the risk of their child developing thalassemia increases.
