Masapol told the House of Representatives Committee on Basic Education and Culture in Filipino. “That means either the schools or the LGUs (local government units) have really stepped up,” he added. The school shooting at San Jose National High School in Tacloban in June prompted the agency to conduct a security and safety audit, where it found that only 36% of schools are equipped with CCTVs. Based on its recent audit, Mr. Masapol noted that funding for the increased surveillance cameras came from the school’s Maintenance and Other Operating Expenses (MOOE), LGUs, and Parent-Teacher Associations (PTAs). “It’s a combination of these sources, especially in small [schools] where LGUs usually donate, while in big schools it’s a combination of MOOE and LGUs,” he said. “In NCR (National Capital Region), the majority of our LGUs gave out this kind of equipment to our schools,” he added. The agency has established guidelines on schools’ security equipment through DepEd Order No. 006, s. 2026, or Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE). Under the order, large, mega-large, or very large schools with 1,001 to over 8,501 students shall have at least 20 CCTV cameras on campus. Meanwhile, medium-sized establishments with 501 to 1,000 learners and small institutions with fewer than 500 pupils shall install at least 10 and five cameras, respectively. In addition to CCTVs, DepEd has also reported an increase in on-campu
DUBAI — Iran is still reviewing a US response to its proposal regarding the reopening of the Strait of Hormuz and will reply to Washington via intermediaries when the review is over, foreign ministry spokesperson Esmaeil Baghaei said on Monday. Mr. Baghaei also told a press conference that Iran continues to exchange messages via intermediaries, without elaborating. Qatar and Pakistan, among others, have acted as mediators in efforts to end the war that began with US and Israeli strikes on Iran on February 28. After a June interim ceasefire crumbled and on-off strikes resumed, Iran presented its proposal in mid-September and later confirmed receipt of a US response. But the process has since stalled, with Iran’s security chief saying on Sunday that Washington’s response did not sufficiently address Tehran’s seven conditions for reopening the Strait of Hormuz and returning to negotiations. A central point of disagreement has been Washington’s insistence on addressing Iran’s nuclear program from the outset. Tehran says negotiations should initially focus on reopening the Strait of Hormuz, which before the war carried about a fifth of the global trade in oil and liquefied natural gas (LNG), and restoring security in the waterway. Regarding the escalating conflict between Saudi Arabia and Yemen’s Houthis, an Iranian ally, Mr. Baghaei reiterated Tehran’s openness to help resolve the crisis through dialogue. “The issue of Yemen should have been resolved a long time ago with the (UN) roadmap and we had said we would support any agreement reached by Yemenis and Saudis … Our request is that this situation be resolved through dialogue.” — Reuters
